Form I-589 can only be filed by a non-U.S. citizen in the United States.

Form I-589 has a dual purpose; to apply for asylum and for withholding of removal. Form I-589 may also be filed by a non-U.S. citizen to apply for a protection under the Convention Against Torture. Applicants leaving the United States without obtaining a Travel Permit (Form I-131) will automatically have the application cancelled. Form I-589 (Application for Asylum) may also be known as USCIS Form I-589, I 589, Form I589 or immigration form I-589.
