Where to file your application depends on several
factors. If you live abroad, you usually file your application at the nearest United
States Embassy or Consulate.
If you are in the United States, the filing location depends on several factors
including your current address in the United States and on the type of
application you are submitting. Some applications must be filed with one of the
four USCIS Service Centers instead of the local District Office or Sub-Office in
your area.
There are different types of immigration offices:

Card, citizenship, or any other type of application. You should submit
them to the nearest United States Embassy, Consulate or to the appropriate USCIS office.
